Is the tolerance of my instrument the same thing as measurement uncertainty?

No! Uncertainty is not the same thing as the tolerance of an instrument.

Uncertainty involves more than instrument accuracy and it is not a tolerance. Uncertainty involves the complete measurement process. The difference is that the measurement uncertainty includes the effects of the instrument's capability, human factors in conducting the test or calibration, and environmental factors.
